[Journal Entry] Activate "Tax Base Amount calculation" if "Calculate Tax" is set

Summary

Currently, the journal has the functionality built in to automatically calculate the Tax Base amount.
This is the same functionality as in the FB01 “Determine Tax Base.” However, it is not part of the “Enable Tax” functionality.

There is a need to have the "Tax Base Amount calculation" activated if "Calculate Tax" is set
