BSC: Make the Attachment Expiring Date mandatory

Summary

Currently there is not a way of setting defaults on supporting document expiration date on BSC

Enhancement Request

• Default to the 1st day of the following month: When a new record is created, the expiration date automatically populates with the first day of the next month.
• Editable within the same year: Users can change the expiration date, but it can’t go past December 31st of the current fiscal year (the current year in your system).
