[BSC] Enhancement: Upload manual line items from Excel File is not available in 2-Sided BSC

Summary

Currently, the upload of the line items through excel files are only available in one sided BSC: 

However, upload of the excel file to manual line items is currently not possible in 2-sided BSC

There is a need to add upload of the excel file to manual line item for 2-sided BSC, just like its currently available in 1-Sided BSC
