Symptoms
When the same users who completed the preparer step try to 'Reject' selected items directly from Workbench, items are not rejected (which is expected behavior), but there is no system message to explain the reason.
Also, when the same users who completed the preparer step try to 'Accept' selected items directly from Workbench, the items are not accepted (which is expected behavior), but the system message "The account contains rejected line item" is not relevant for the 'Accept' action and does not explain why the action was not processed.
