BSC: User with Viewer Role is able to do actions on certificates

Symptoms

While working in BSC: 

1. When the Approver rejects an account using the quick button in BSC Workbench, it is possible to accept the same account again from the Approver Tab, completing the Preparer step.

2. In BSC Workbench, it is possible to select items that are not active and perform actions on them using quick buttons. Even if there are no check boxes for particular accounts, there is still a top-level check box for marking all accounts. This makes it possible to select all (even rejected accounts) and perform action.
