BSC - Option to disable deletion of line item attachments

Current Issue:

In the BSC, all users with access to certification can delete attachments from SAP.

Enhancement Request:

The delete option will be disabled for the line item attachments. Only attachments uploaded via Redwood BSC only can be deleted.
