Orchestrator: Changing owner on process list header

Current Limitations:

The user who created the process list is the owner of that process list, and only that user has modification access to assign users and roles with granted ranks on the tab 'Security.'

Enhancement Request:

Able to change the owner to another user and provide the user modification access to 'Security' tab.
