Enhancement: Add update force option to use the description and default parameter value of latest definition

Summary

When changing default value parameter from a process definition.
Updating current recurrence/schedule to use the latest definition will keep the old parameter value used at submit time.

Enhancement Request

As an Operator, I want to update a process to its new definition, forcing it to update the description and parameter values, so that I don't have to do that manually.

Workaround

Cancel and resubmit the recurrence.
