Issue:

Reschedule of jobs fails during failover of RDS.

Scheduler log shows

FATAL: terminating connection due to administrator command

and Database startup messages are shown in the db init logs at the same time:

FATAL: the database system is starting up

Solution:

Currently Engineering is investigating this issue.
